Important Reminder:
If you are doing (or planning) a Stormwater Management Project, and will disturb 5,000 square feet or more of ground, you will need to obtain the approval of the York County Conservation District.
In addition, any projects impacting 500 square feet or more may require approval by the Borough Department of Planning & Engineering in the form of a Stormwater Management Plan.
If you are unsure if you will meet either of these criteria, please refer to the Resources Section of the website for more information. We encourage you to contact the department and ask any questions prior to submitting a Stormwater Management Permit Application (online). This will help to ensure a timely review and approval of your project.

How to Report an Illicit Discharge/Spill?
If you are aware of or witness an incident involving Illicit Discharge/Spill within the Borough, it is vital that you contact The Department of Planning & Engineering (DPE), Codes Division ASAP
You may provide a Verbal Report in the following manner:
Verbal Report: A verbal report of an illicit discharge/spill is required to be made to DPE as soon as discharge/spill conditions are observed, but no greater than 4 hours from the time of incident. The verbal report can be made the Code Enforcement Officer, Christopher S. Miller at (717) 637-3877 Extension 1004 or cmiller@hanoverboroughpa.gov.
Written Report: Please use the following form to submit a written report of an illicit discharge/spill. A written report shall be submitted to the Borough of Hanover, Department of Planning & Engineering Codes Division within 10 business days and contain the following information (Please complete as much as possible)
