Parking Modernization - Statement from the Borough

Hanover Borough Residents, Community Members, and Local Business Owners, 

We hear you. The most frequent public comment surrounding the downtown area has been the lack of quality parking. From that feedback, the Borough developed a parking modernization plan and began implementation in July of this year. It is no secret, nor is it unexpected, that the changes made to the Hanover Borough parking program have generated a “buzz” about meter rates, parking session limits, and enforcement. A suite of changes as expansive as this certainly makes for good conversation. Rest assured, while not every inquiry or comment requires an individual response, your feedback does not go unnoticed. Quite the opposite – this is exactly how communities adapt and make programs better! Council has already begun to process comments and evaluate if and where changes to the program are appropriate. 

Helping to guide this effort will be a “parking demand study” recently completed by a consultant who specializes in downtown parking solutions. This study, while primarily focused on the viability of a parking garage, offers a variety of perspectives on other aspects of modernizing and improving the parking experience. The Borough Council will utilize this resource to help inform decisions and will engage with Main Street Hanover, Hanover Chamber of Commerce, Hanover Economic Development Corporation, and other partners to ensure all stakeholders are considered in this process – including residents, community members, and local business owners. 

For now, please continue to offer your constructive thoughts and feedback at to help us better understand, address, and/or minimize negative impacts to users and businesses. Please remember that businesses are adjusting to these changes as well and appreciate your understanding and continued support. The only way the Borough will get to a sustainable and thoughtful parking program is by working together.
