Summary of Borough Council Meeting 1.29.24

The following are the highlights of the Borough Council’s January meeting held on January 29, 2024. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

LIBRARY BOARD APPOINTMENTS: Eric Klansek was appointed to the Library Board, as a Library Association Appointee for a three-year term. 

HANOVER TAX APPEALS BOARD: Council member Chuck Hegberg was appointed to the Hanover Tax Appeals Board and Council member Scott Roland was appointed as alternate.

POLICE PENSION COMMITTEE: C. Edward Good was appointed to the Police Pension Committee for a two-year term.

2ND SATURDAY EVENTS AT THE HANOVER MARKET HOUSE: Approval was given for two 2nd Saturday events at the Hanover Market House on June 8, 2024 and September 14, 2023 to be held in the Market House parking lot at 210 E. Chestnut St.

TREE DEDICATION PROGRAM: Approval was granted for Resolution No.1394 for the Tree Dedication Program.

SPECIAL EVENTS: Approval was granted for the following special events:

            Strength United Crossfit 5K Run on March 23, 2024

            Annual Memorial Day Parade on May 27, 2024

DISPOSITION OF RECORDS: Approval was granted for Resolution No. 1395 for the disposition of records according to the Municipal Records Manual of the Pennsylvania Historical and Museum Commission Bureau of the Pennsylvania State Archives.

2024 FIELD AGREEMENTS: Approval was granted for 2024 Field Use Agreements with the following organizations: Hanover Diamond Sports, Southwest Outlaws, and Hanover Soccer Club.

STREET VACATION REQUEST: Approval was granted to advertise a public hearing for February 21, 2024 regarding a Street Vacation Petition for the alleyway between 105 and 119-121 Allegheny Avenue.

 

MISCELLANEOUS FEE RESOLUTION AMENDMENTS: Approval was granted for Resolution No. 1396 amending the Miscellaneous Fee Schedule.

 

TAX LIENS AND EXONERATIONS: Approval was granted to ratify the action of the proper officers of the Borough of Hanover in exonerating Hanover Borough Tax Collector Holly Liska from collection of unpaid real estate taxes for the years 2021 to 2023 and charging her . with the collection of 2024 Real Estate Tax in the amount of $6,434,238.19 and authorizing the issuance of Tax Warrants for same with a payment of ninety-five hundredths (0.95%) percent commission on the collection of each tax bill collected.

 

COUNCIL PRESIDENT COMMITTEE APPOINTMENTS: The following individuals were approved for appointment to the 2024 Council Committees:

            Council Workshop/Finance & Personnel – Tim Kress (Chair) and All Other Council Members

            Governance & Policy – Barb Rupp (Chair), Carol Greenholt and Scott Roland

            Public Works/Facilities – Scott Roland (Chair), Brian Fuentes and Chuck Hegberg

            Enhancement – Chuck Hegberg (Chair), Darlene Funk, Ed Lookenbill and Barb Rupp

            Water/Sewer – Bill Reichart (Chair), Greg Bubb and Scott Roland

            Public Safety – Brian Fuentes (Chair), Darlene Funk and Carol Greenholt

COUNCIL GOALS: Approval was granted to adopt the revised 2024 Council goals. The 2024 Borough of Hanover Organizational Goals are available in full on the Borough website at: www.hanoverboroughpa.gov/DocumentCenter/View/1815/2024-Borough-of-Hanover-Organizational-Goals 

SRBC CONSUMPTIVE USE GRANT: Approval was granted for staff to prepare and execute a letter of fund commitment for twenty-five (25%) percent of the total estimated project cost for the Susquehanna River Basin Commission (SRBC) Consumptive Use Grant for the LBS Tower Gate Replacement at the Lawrence Baker Sheppard Dam.

LEASE FOR HANOVER AREA HISTORICAL SOCIETY: Approval was granted for the proposed lease and use of a portion of the Guthrie Memorial Library and curatorship of the Pennsylvania Room with the Hanover Area Historical Society.

PROPOSED GASIFICATION FACILITY PROJECT: Approval was granted for the letter of intent regarding the proposed gasification facility project.

DEDICATION OF WATER MAIN EXTENSION: Approval was granted to accept offers of Dedication of Water Main Extensions for Residences on Church and for Gitts Run Road Commercial Development.
